HARARE - Zanu-PF wants the new constitution to limit Presidential terms to a maximum of two five-year tenures but with full dictatorial executive powers retained, and hence dealing a major blow to Zimbabweans eager to get rid of a tyranical terrorist regime pontificating liberation creditials.
This is revealed in a position paper Zanu-PF intends to distribute to party supporters across the country ahead of the constitutional outreach programme.
Zanu-PF provincial chairman for Harare Amos Midzi on Thursday also told party supporters at an inter-district meeting that the position paper would deal with various critical issues.
"The district chairpersons will collect the document and distribute it among members. The position paper contains our thoughts as a party on various issues that we need to be in the new constitution," he said.
Zanu-PF’s position paper says the President’s term of office should run concurrently with that of Members of Parliament and executive authority should rest with the President and Cabinet.
"Executive authority must rest with the President and Cabinet. The President is the Head of State and Government and Commander of the Defence Forces.
"The President appoints one and not more than two Vice Presidents from among MPs to assist in the discharge of duties. There should be no Prime Minister," the paper says.
The defence forces, the party says, should defend the country’s sovereignty and be answerable to the President.
Zanu-PF also proposes that the President appoint ministers from among MPs and assigns functions to them as is the case with the present constitution.
On the land issue, Zanu-PF wants any new constitution to guarantee the irreversibility of the revolutionary agrarian reforms.
Zanu-PF also wants the new constitution to make it clear that former colonial master Britain is responsible for payment of any compensation attendant to land reforms.
"The liberation war was fought to regain land. Therefore, the State has the obligation to compulsorily acquire land for resettlement purposes, compensation for the land acquired should be borne by the former colonial masters," the party says.
Zanu-PF says the legal and political authority is derived from Zimbabweans and must be exercised to serve and protect the people’s interest.
On the role of traditional leaders, Zanu-PF proposes that chiefs be represented in Government structures through the Chiefs’ Council.
The party also wants the new constitution to guarantee individuals’ rights and freedoms.
"Rights to life, liberty, security, freedom of speech, education, political rights, agricultural land, protection of law right to property and right to information."
Zanu-PF wants equal gender representation in all spheres of society and a ban on homosexuality.
The outreach programme is expected to start on April 10 and political parties have been urging their supporters to take part in the process to air their views.
Views collated in the outreach will be condensed into a draft document that will be brought back to the electorate in a referendum.
The Parliamentary Select Committee on Constitution-Making projects that if things go according to schedule from now, the plebiscite will be held as soon as November this year.
In the Global Political Agreement signed between Zanu-PF and the two MDC formations, the formulation of a new people-driven constitution ahead of polls to elect the country’s political leadership is called for.
Financial constraints have, however, stymied the process.
Government recently signed an agreement with UNDP in which the UN agency will source US$21 million from donors for constitution-making.
The Select Committee estimates that the whole programme needs about US$36 million.

The land issue which Zanu wants to be seen as doing something to help the people should not flow without condemnation.
If Zanu wants this issue to gain credibility, they should redistribute land equitably not only to Zanu maniacs.
The descendants of Cecil John Rhodes should get avarage size farms as well. The 'economically ignored' Ndebeles and the 'not taken serious' Karangas are as much if not more Zimbabwean as Mugabe.
After thirty years of carefull study, every adult Zimbabwean now knows the modus operandi of Zanu PF,stupid murderers who have used terms like 'Defend Sovereignty' to kill innocent Zimbabweans.
47 000 lives have been lost in the hands of Robert Mugabe since 1975, all in the name of defending Sovereignty.
Men cant enjoy sex with their wives in the secrecy of their homes at midnight fearing that a Zanu sovereign apparatus can snatch them. No Zimbabwean is safe, in 1983 it was the Ndebeles who suffered this lack of security in the name of defending 'Sovereignty'. In 2000 it was the Whites and today every Zimbabwean of any tribe cannot guarantee their safety. There is no one who is immune to this lack of security except heavily guarded Mugabe himself. Even the Border Gezis who thought that Mugabe was on their side and the Gunda's who spent a life of defending a killing machine that knows no limit, got consumed in the name of 'defend sovereignty'.Mugabe has got no friends in life and any stupid who stick by him will die of him.That is why all Zanu of 1980 is now MDC. MDC are not black coconuts who were shipped into Zimbabwe by Colonialist. They are Zimbabweans who used to worship Mugabe and found out that his policy is to keep enriching the Zanu officials at the expense of Zimbabwe. That is why most opposition parties are composed of mostly Karanga and Ndebele people who have seen their regions deteriorate back to stone age when the rest of the world is developing rapidly.
Mugabe wants powers to keep abusing our military to kill Zimbabweans in the name of 'Soveregnty'.
As for homosexuals that is the law of God not Zanu. God made homosexuality illegal and every culture, Christian or none Christian has always maintained the unchangeable law of God except for those cultures who think they are now in the same level as God.Zimbabwe has always maintained this law of God so I do not know why of all Laws this has to surface now as needing clarification?
Criminals cant make Laws, Zanu criminals survive by diagnising the temperature of the mob and using state apparatus to fulfil the mob illegal aspirations. In 1980, majority of Zimbabweans were Zanu and Shona, general consensus saw minority Nkomo Ndebele as a threat. Mugabe using mob justice wiped out 30 000 Zimbabwean Ndebele because the mob would see it as fit. Law was ignored to make Mugabe great by making the mob happy.
After realising that the mob wanted to illegely grab White farms in 1999, Mugabe ignored the Law and took the temperature of the mob. Lives were lost in the hands of mob justice. Mugabe could simply have legally ceased and redistributed land in Zimbabwe without spilling blood.
Today all avenues have been exhausted, no one trusts Mugabe and his criminal Zanu, he now uses the military to steal votes. That too is ending, a British solder earns an avarage of £2000,00 per month. A Zimbabwean solder earns £112,00 per month and that is after MDC had rescured Zanu whose solders were earning £0.45 in 2008.
Law is every thing, it makes a country stable and all people safe and content. Law is civilisation thus why in 1982 one Zimbabwean dollar was one pound twenty. By then, the Zimbabwean military was earning almost equal to the British. If law had been followed, a Zimbabwean solder would be earning at least £1800,00 today and Chiyangwa would be driving a normal mercedes benz owning one house in Borrowdale. Mugabe would be living happily with respect as a Zimbabwean hero in a normal Borrowdale house.
Zimbabwe would be respected and foreigners queuing to get work visas to come and share knowledge and expectice to andvance your and my life today.
